I have multiple PayPal accounts. I have Bill Me Later (a credit line) on my original PP account. When I opened my second account they offered me Bill Me Later which I declined. If I got accepted for another Bill Me Later account would that be credit card fraud? Basically I'm asking if having duplicate credit card accounts (e.g. If you have a Wells Fargo credit card and apply again using different name and got another one) is illegal/fraud?

Applying using a name that is not your name is fraud. and illegal Period. Even if you have only one account, it is still fraud and illegal. Having duplicate accounts all under your name is not fraud or illegal. But having any account under a name that is not yours is fraud and illegal.

You only have one name, so yes, using a fake name would be fraud. As far as PayPal and BillMeLater, your username is irrelevant. Only your legal name is important when it comes to a credit line. Besides that, you can open as many credit cards as you want, just as long as you use your true legal information. There's no rule that says you can't have two credit cards from the same lender, but in the case of using a fake name, you really only have one credit card. One that is using your legal name, and the other one that is fraudulent.

No each account is set up individually. You can have several credit accounts open at one time.
